Youth Practitioner's Toolbox Series


The Youth Practitioner's Toolbox is a series of training materials designed specifically for those front-line workers committed to helping young people succeed. Effective practices from successful youth programs, coupled with research findings about effective workforce investment strategies, provide the foundation for each toolbox.


This five-part training series covers the basic information that every successful Youth Worker needs, presented in an easy to read and learn format. Toolbox modules include:

Case Management

The objectives of the training are designed to help you:

  • Gain a basic understanding of how to use a case management approach
  • Sharpen your case management skills; and
  • Improve your capacity to help ex-offenders become productive, self-sufficient members of the community.


We present common sense approach to case management. We have borrowed concepts from effective practices developed in a number of programs and from the findings of experts who have researched and written about effective case management techniques for working with ex-offenders and “At-risk” youth.

The Guidebook has four descriptive and interactive sections, each section will attempt to give you a basic understanding of Recruitment, ISS, Job Development, and follow-up and how it ties the entire case management process together.

Individual Service Strategy

This edition of the series focuses on the individual service strategy (ISS). It is designed for staff who want to learn how to use this practical approach to youth development. The Toolbox is organized so that you -- the youth worker -- can go at your own pace, read and review the information and gain knowledge about how the ISS can help you in your work with young people.

The ISS is a way to organize the work you do with young people. While this approach is a required part of the Workforce Investment Act (WIA), it is also a proven approach for staff to use to successfully assist youth to focus on careers and the actions they need to take to start those careers.

Job Development

This edition of the Series focuses on job development. It is designed for
staff who want to learn how to use practical approaches and recognized
techniques for assisting young people to make a positive connection with
an employer and get a career starting job. The Toolbox is organized so that
you – the youth worker – can read and review information at your own
pace and gain more knowledge about the job development process.
The objectives of the training are to help you:

  • Gain a basic understanding of job development for youth
  • Sharpen your job development skills and techniques
  • Understand the role that the Job Developer can play in comprehensive
    youth development program.

This edition of the Series focuses oncustomer follow-up. It is designed for
staff who want to learn how to use practical approaches and recognized
techniques for assisting young people become successful once they have completed yourprogram activities and entered the world of work or returned to school. The Toolbox isorganized so that you -- the youth worker -- can review information at your own pace and gain more knowledge about the follow-up process.
The objectives of this Toolbox are to help you:

  • Gain a basic understanding of why follow-up is needed and some practical ways to organize and conduct follow-up
  • Learn about how follow-up impacts upon job retention
  • Understand the role you and your program play in fostering the young person's opportunities for future career advancements.
