This report analyzes the schooling and workforce status of young people in Maryland and the Baltimore Principal Metropolitan Statistical Area (PMSA). It highlights the need to address the limited employment prospects and poor employment outcomes for high school drop outs and current students. The report explores the consequences of not engaging youth ages 16-24 in activities that developed educational competencies and occupational skills and credentials.
