out-of-school and out-of-work youth. Research of youth programs

of caring adults, broad partnerships, and creating a sound infrastructure
that supports the delivery of quality programs. The monograph describes
the progress of a multi-city demonstration program that uses research
based techniques to reconnect at-risk youth to opportunities for
success.
