This monograph builds on the Sar Levitan sponsored publication, A Generation of Challenge: Pathways to Success for Urban Youth, which presented a strong case for the nation to implement policies and practices to support out-of-school and out-of-work youth. Research of youth programs indicate the importance of successful practices such as the continuity of caring adults, broad partnerships, and creating a sound infrastructure that supports the delivery of quality programs. The monograph describes the progress of a multi-city demonstration program that uses research based techniques to reconnect at-risk youth to opportunities for success.
