Public Policy

The Levitan Center and its founder, the National Council for Employment Policy, have led and contributed to public policy discussions on a broad range of issues pertaining to disconnected youth and adults.

From education, employment training, to welfare reform, and housing – we advocate a more holistic view toward service systems – including interagency approaches and integration of services, with focus on measurable outcomes.

Our publications provide critical information and assessments that have proved valuable to public policy makers and program staff.

Programs and Practices


Continually upgrading the skills and experience of staff is imperative for program responsiveness and client success. Yet, time for training is often cut short when the needs of individuals at risk are great. That is why we concentrate so strongly on practitioners and their training needs – and provide help in a flexible format.

The Practitioner’s Toolbox is designed to provide staff with important skills in case management, individual service strategy development, job development, follow-up and recruitment and engagement– all in a self-paced format.
